KUALA LUMPUR, December 8 – I have chaired the Twelfth Malaysia Plan (12MP) Supervisory Committee Meeting for the first time today to ensure that the strategies and initiatives set are implemented according to plan to achieve the targets set in this five-year Malaysia plan (RMLT). The meeting was attended by Members of the Cabinet, Attorney General, Chief Secretary to the Government, Chief Secretaries of Ministries and Heads of Departments. Among the decisions of the meeting are:
i. Accept and agree to the 12MP monitoring governance framework. The Government takes seriously the efforts to ensure that the implementation of the project and also this program can benefit the people. The 12th Plan Supervisory Committee chaired by me and supported by the Technical Committee and the Working Committee. The 12MP Supreme Monitoring Committee will meet four times a year to monitor the implementation of the nine key focuses and nine selected drivers of the RMLT.
For that purpose, the 12MP Monitoring Supreme Committee will specifically monitor 20 main things, among them are:-
– Project implementation performance and development expenditure;
– Eradicate hardcore poverty;
– Improving the TVET ecosystem;
– Transformation of the public service;
ii. Accept and agree on a new approach to the eradication of hardcore poverty holistically which will be jointly led by the Economic Planning Unit (EPU) and the Implementation Coordination Unit (ICU) of the Prime Minister’s Department. The program is based on a nationwide approach. It involves planned implementation that includes the public, private, academic sectors as well as civil society organizations (CSOs) and community -based organizations (CBOs).
The program will be implemented in a targeted manner based on the needs of the locality and take into account various dimensions including aspects of income, education and skills as well as health. A total of 50 localities were selected for implementation in phase 1 starting early in 2022. In selecting such localities the focus will be on the states with the highest hardcore poverty rates.
The program will be implemented in urban and rural areas regardless of ethnicity. Meetings to discuss the agenda to eradicate hardcore poverty will be held regularly. This is to ensure that the implementation of the hardcore poverty eradication program runs more effectively. Today’s meeting also took note of the 2021 Basic Development Expenditure (DE) Performance including related issues as well as financial needs for the following year.
To ensure the effectiveness of monitoring and coordination of the implementation of the 12MP, the Policy Implementation Plan (PPD) has been distributed to all Ministries and agencies starting on 23 November 2021. The performance of PPD, RMLT will be monitored using the 12MP Monitoring System starting in early 2022.
