Let us all express our gratitude to Allah SWT because with His bounty and permission, we can gather at the 100 Days of Malaysian Family Aspirations. The prosperity of the country and the well -being of the people are the axis of the government’s struggle. Precise and precise planning, results in the rapid development of the country, and puts the country famous on the world stage. With the hardships of the previous independence fighters, we inherited the peace, harmony and excellence of the country, as we enjoy today.
The proclamation of Rukun Negara and the restructuring of the national economy through the New Economic Policy (NEP) by the late Tun Abdul Razak Hussein, the second Prime Minister, has mapped out the development journey of our country. Malaysia is tested by political and economic instability, stemming from the COVID-19 pandemic. This challenge is also being felt around the world. This epidemic that we have never experienced has changed the pattern of our lives.
Members of the national administration bear the responsibility and trust to face the two main challenges that plague the country. First, fighting the COVID-19 pandemic and economic recovery. Second, stabilize politics. These two main things are the focus of the government. In an effort to combat COVID-19, the Government has implemented a vaccination program through the implementation of the National COVID-19 Immunization Program (PICK).
COVID-19 positive cases in our country once reached a peak figure of 24,599 on 26 August 2021. However, PICK has shown results when COVID-19 positive cases have dropped to a low level, namely 4,087 on 29 November 2021. Alhamdulillah. Strong stands a tree because of its roots, strong roots because of its soil. Our togetherness began with political understanding, then all parties began to stand shoulder to shoulder against COVID-19 and address economic problems.
The Memorandum of Understanding on Transformation and Political Stability signed is very important, not only to achieve political stability, but also to restore the country’s economy and public health. The signing of the Memorandum of Understanding between the Federal Government and Pakatan Harapan (PH) has marked a new history for the country. It puts the country and the people beyond the political interests of the party, as the saying goes, good words in consensus, bad words outside consensus.
The administrative aspirations planned by the government are not empty promises, but concerted efforts implemented consistently. The government is aware of the need to work with the people in reviving health and economic issues. Therefore, on this historic day, the Cabinet will share the achievements of the 100 Days of Malaysian Family Aspirations. To realize this Malaysian Family Aspiration, the government has outlined six (6) main thrusts or focuses in the achievement of 100 days, namely:
- Restructuring the economy;
- Ensuring national security and order;
- Improve social welfare;
- Improving the overall infrastructure;
- Strengthening unity in the Malaysian Family mold;
- Empowering service delivery.
This thrust is the backbone of the strength of Malaysia’s Family Aspirations to recover the country, especially from the exhaustion of the effects of the COVID-19 pandemic. On 24 September 2021, I finalized the 100 Day Malaysian Family Aspirations measured based on the Ministry’s Core Services (50%), Ministerial Performance Appraisal (25%) and Public Perception (25%) of Ministers and Ministries. A total of 140 targets have been set to be implemented over the 100 -day period, which involves 31 Honorable Ministers from five (5) Clusters, namely the Senior Minister, Economy, Social, Security and Infrastructure Cluster.
The overall performance of the 100 Days of the Cabinet has not met the target of 100% as intended. But at this point, the Cabinet has reached around 90 percent. However, some performance cannot be judged from surveys alone. So, this percentage achieved is not a reason for us to be arrogant, instead it injects determination and commitment for us to continue working with the people. The full target of these Key Performance Indicators (KPIs) is not impossible to achieve if all members of the Cabinet with the cooperation of civil servants, mobilize and provide the best and most effective services to Malaysian Families, by setting aside all the complicated bureaucracy.
As the Iban people say, “ENTIK BEGEMPUNG KITAI SEPANJUNG, ENTIK PAMAR KITAI DEKAT NGEPAR” – If united, our voices will be heard more, if we are divided our efforts are in vain. I am also grateful to the Malaysian Family for this achievement. The performance that I informed, not only focuses on KPIs alone, but also takes into account the perception of Malaysian Families through the survey questionnaire provided. The involvement of the Malaysian Family in assessing the leadership, integrity, communication, reliability, responsiveness and empathy of each Cabinet and ministry is greatly appreciated.
This is in line with the Key Happiness Outcome (KHO) that has been introduced in the Malaysian Family to complement the targeted KPIs. KHO can measure the satisfaction of the people at any time. It could improve the country’s position in the World Happiness Index chart or World Happiness Report, which we are currently ranked 81st in 2021. I am informed that a total of 190,914 Malaysian Family members were involved in a survey questionnaire by the Malaysian Administrative and Management Modernization Unit (MAMPU) to assess the achievements of the Cabinet and ministries.
This effort is a historic start as a 360 -degree assessment was first implemented to assess the government’s achievements. I hope that more Malaysian families will give their views through various improvement mechanisms, to strengthen the government service delivery system. The Government has proven that the 100 -day report on Malaysian Family Aspirations is not “like pounding empty rice”. The resulting impact, can benefit the people. This is evidenced by the success of the Malaysian Family Aspirations based on the six (6) main thrusts that have been set.
Thrust 1: Restructuring the Economy
The success of PICK through the collaboration of the Ministry of Health and the Ministry of Science, Technology and Innovation (MOSTI) has enabled the full opening up of the economic sector. This is a fundamental ingredient in the process of macroeconomic and people’s recovery, thus sowing the seeds of strong recovery as the country enters the fourth quarter of 2021. Judging from Malaysia’s Gross Domestic Product (GDP) for the first nine months of 2021, there is an increase of 3.0%, compared to a 6.4% contraction in the same period last year.
The latest figure of the unemployment rate has already dropped to 4.3% in October 2021, from a peak of 5.3% in May 2020. This latest figure is also lower than the previous two months – showing that 100 days the first brings real success in the aspect of employment opportunities. This favorable downward trend in the unemployment rate was also accompanied by a 24.7% jump in exports and an 11.6% increase in the sales value of the manufacturing sector in the same month.
Many see investment figures as one of the indicators of the business community’s confidence in a country’s economic integrity. Here, Malaysia recorded a positive growth of RM12.8 billion net foreign direct investment (FDI) in the third quarter of 2021 compared to RM8.2 billion in the second quarter, an increase of 56 percent. This brings the total FDI for the first nine months of this year to more than RM30 billion, an increase of 300 percent compared to the same period for 2020. This figure can still be achieved despite the closure of the border due to the pandemic.
The Ministry of International Trade and Industry (MITI) has successfully increased foreign investment in the manufacturing sector, by driving economic growth through strategic investment incentive programs. Within 100 days, RM109.1 billion was approved, with a projected 25,000 job opportunities. The Ministry of Plantation Industries and Commodities Malaysia has also increased exports of the agrocodity sector with an export value of RM147.2 billion. This increases the contribution to the income of the people and the country.
The Government is aware of the impact of COVID-19 which affects the lives of the people, not only the B40 group but the M40 group as well. In this regard, various programs are designed to ensure that Malaysian families can continue to survive comfortably. In this context, it is not only the workers who are being fought for, but also the entrepreneurs who are also employers to many. The Ministry of Entrepreneur and Cooperative Development (MEDAC) has successfully produced 3,667 new entrepreneurs consisting of youth, graduates and citizens who lost their jobs due to the pandemic.
On the same awareness that companies and entrepreneurs are the engine of economic recovery, the Ministry of Finance through the Payment for Wage Subsidy Program has channeled RM3.3 billion to assist the cash flow of small traders and enterprises, Small and Medium Enterprises (SMEs). This benefits 189,000 employers and 1.9 million employees. The Ministry of Communications and Multimedia Malaysia has also channeled grants of RM40.48 million to SMEs, digital creative industries and digital industry companies.
This aims to drive digital adoption, commercialization of technology and intellectual property, thus strengthening competitiveness. In assisting the survival of industry players and players, access and promotion funding as well as capacity building have been provided under the Creative Industry Stimulus Package (PRISMA) and PEMULIH. Recent developments in food prices have once again attracted our attention to the importance of the agricultural industry sector. The Ministry of Agriculture and Food Industry (MAFI) has improved the living standards of the target group through the provision of assistance and incentives. A total of 74,827 recipients have enjoyed incentives through MAFI Prihatin.
In addition, MAFI through its collaboration with AGRO Bank has channeled financing worth more than RM80 million to 4,217 recipients, as well as targeting a total allocation of RM110 million by 2022. To strengthen the food security agenda, MOSTI has developed the IS21 Paddy Seed breed which will increase productivity and be able to produce up to nine tonnes per hectare compared to five tonnes per hectare, previously. In addition, planting costs will be able to be reduced by up to 20 percent. I understand the hardships and lives of farmers, because I know the sweat and the value of a grain of rice. I believe this effort will increase the income and living standards of Malaysian families.
Thrust 2: Ensuring national security and order
The Government has also not compromised in ensuring that public safety continues to be a priority. The Ministry of Defense has increased border control through 37 Fort Operations within 100 days. Meanwhile, the Home Ministry has strengthened security enforcement, especially in addressing the issue of Illegal Immigrants (PATI). Through this program, a total of 136,929 illegal immigrants were deported. The implementation of this initiative, to improve security control, strengthen the enforcement and management of foreigners as well as reduce crime rates, thereby preserving the welfare of the people.
In the government’s efforts to strengthen national security at the international level, the Ministry of Foreign Affairs has finalized the Foreign Policy Framework. I have also always given priority to Malaysia’s relations with ASEAN countries, in line with the ASEAN prosper-thy-neighbor principle which I think is very consistent with the Malaysian family values that I want to instill. I believe, with a prosperous neighborhood, Malaysia can achieve maximum progress in terms of security, social and economic.
My official visits to Indonesia and Singapore recently reached an understanding on the implementation of the travel corridor initiative between the two countries, known as the Vaccination Complete Travel Route (VTL) and Travel Corridor Rules (TCA). This initiative was realized with Singapore on 29 November 2021. The visit to Indonesia has also signed two memoranda in the education and customs sectors, which will strengthen the collaboration of the two countries in that aspect.
Strong diplomatic relations between Malaysia and foreign countries, have enabled us to obtain donations of vaccines and medical equipment. This, in turn, empowers social well-being through international cooperation to address COVID-19.
Thrust 3: Improving social welfare
The Government is always committed in providing assistance that can strengthen the social well -being of Malaysian families. An allocation of RM8.2 billion through Bantuan Keluarga Malaysia (BKM) was channeled to 9.6 million eligible recipients regardless of racial background in stages. This BKM is an enhanced cash grant to ensure that the benefits are delivered directly to them.
34. I have launched the Malaysian Family Foundation on 23 October 2021, as a manifestation of the love of the entire Malaysian Family, to look after the welfare, education and future of these children.
Through the 2022 Budget, the government has channeled an allocation of RM25 million for this purpose. Yayasan Keluarga Malaysia was established to provide protection to the children of Malaysian Families due to COVID-19 and other disasters. One of the government’s focus in improving social well -being under the third thrust of the Malaysian Family is the vaccination program. Through PICK, the Government has allocated a total of RM5.8 billion for the implementation of vaccination programs which include procurement, logistics, management, sanitation, implementation, advocacy programs and others.
Due to the long -term nature of PICK planning, the PICK Adolescent vaccination program can be carried out as well immediately, after obtaining permission from the World Health Organization (WHO). Since the program was implemented, the complete vaccination rate for the adult population has reached 97.2 percent while the vaccination rate for adolescents aged 12 to 17 years has reached 86.6%. PICK will be continued with the injection of booster doses to strengthen the resistance of Malaysian families to this virus. Alhamdulillah, this booster dose administration went smoothly involving 2.6 million doses.
Malaysian Family Aspirations also empower the People with Disabilities (OKU). Through the program to improve social well -being, the Ministry of Women, Family and Community Development (KPWKM) has registered 2,350 new OKU applications in November 2021, throughout Malaysia through the MyDaftarOKU program. Digital OKU cards can be issued within 24 hours after approval. This will make it easier for the government to channel aid more quickly and thoroughly.
The Government will also intensify efforts to create employment opportunities for the youth. Under the initiative to offer employment opportunities and income generation to students of the Institute of Higher Learning (IPT), a total of 14,740 students have obtained job placements and income generation through the GetHired@KPT Program under the Ministry of Higher Education (KPT). Meanwhile, through the MyFutureJobs portal, Ministry of Human Resources, a total of 55,528 job placements from various sectors have been implemented through this portal. For the period 1 September to 9 December, a total of 728,444 vacancies were registered on the same portal.
Today I would like to announce, 24,300 job opportunities involving 75 employers are being offered through the Career Carnival in the 100 Day Aspirations program over these four days. Previously, we heard that many among the B40 students especially face the problem of buying food as they have not received scholarships and assistance. As a result of this situation, they had to tie their stomachs to eat. Alhamdulillah, with the introduction of FOOD@Campus, they get a RM15 cash voucher to buy food at their respective schools.
These vouchers are distributed to selected students consisting of asnaf and B40 groups involving students of public universities, polytechnics and community colleges throughout the country. The FOOD@Campus program has benefited a total of 470,444 students so far. Malaysia will celebrate its 100th independence anniversary in 2057. We have 36 years to prepare for the next generation. In line with that, the sustainability of the Malaysian Family focuses on environmental and community aspects for the survival of future generations.
Thus, the government is committed to making Malaysia a zero greenhouse gas emission country by 2050, as the country stood at the 13th ASEAN-Europe Summit (ASEM13). The government is looking into providing incentives to state governments in the conservation and preservation of the environment in line with the National Climate Change and Green Technology Agenda by 2030. Youth is the backbone of the integrity of the Malaysian Family, the youth of the nation’s hope, the pillar of the nation. It is the voices and views of these groups that will drive the government’s efforts towards the objectives and focus in the administration of the country today. This is in line with my commitment as Prime Minister.
Two programs to empower youth identity have been implemented by the Ministry of Youth and Sports, namely the New Model of Youth Development 2030 and the Rukun Negara Belia Program. Both of these programs aim to develop youth and Society 5.0 based on the aspirations of young people. Talent Identification and Development Program to increase the marketability of highly skilled youth, in line with the development of Industrial Revolution 4.0, especially graduates of the Youth and Sports Skills Training Institution.
Education is the foundation for building a generation of competitive national heirs. For that purpose, the Ministry of Education has strengthened curriculum and co -curriculum facilities by completing projects to upgrade poor buildings in 29 schools and started the construction of 34 multi -purpose open halls. These efforts will continue to be intensified to ensure that a safe and comfortable educational infrastructure can be provided.
The Government has also consistently ensured comprehensive access to education, by prioritizing the operation of schools with emphasis on the safety and well -being of students in accordance with the Guidelines for School Management and Operation 3.0. In addition, teacher candidates who were successful in Phase 1 of special recruitment on a one-off basis were given an offer letter and were placed in the school. MOE has also developed a teacher exchange and placement application system to further strengthen the process in line with current needs.
Malaysian families practice the principle of “no group is marginalized”, such as standing equally high, sitting equally low, measuring equally level, weighing equally. The government is focusing on empowering the education of the Orang Asli community. The Department of Orang Asli Development (JAKOA) has implemented various cross -ministry programs to open space for more Orang Asli children to furthering his studies at university and working in a professional field.
To raise the value of inclusion in the Malaysian Family, the Government through Budget 2022 has allocated a total of RM200 million specifically for the Chinese to implement home improvement programs and new village development, access to financing for new villagers and the SME Entrepreneur Financing Scheme. A total of RM145 million is provided to implement the socio -economic empowerment program of the Indian community under the Indian Community Transformation Unit and funding funds under the Indian Community Entrepreneur Development Scheme by TEKUN.
Not only that, the government’s commitment to the Malaysian Family in Sabah Sarawak is manifested through measures to respect the 1963 Malaysia Agreement. The Special Council on the 1963 Malaysia Agreement (MKMA63) has agreed to the proposed amendments involving Article 1 (2) and Article 160 (2). The Federal Constitution which will restore the status of Sabah and Sarawak as allies of the Peninsula.
Thrust 4: Improving the overall infrastructure
During the 100 -day administration period, the government also looked seriously to ensure that infrastructure could be improved across the country, as outlined in the fourth thrust. Among the focuses given attention is the housing program for the target group. Within 100 days, the Ministry of Rural Development has built 800 housing units with a development status of at least 75% completion, benefiting 4,000 households. The program also refurbished 10,000 housing units with 100% completed progress status, benefiting 50,000 households through the Bina Baharu and Baik Pulih initiative of the Poorest People’s Housing Program (PPRT).
I have also launched the Malaysian Family Home Residence (Rumah Ikram Keluarga Malaysia) initiative by the Ministry of Housing and Local Government. This initiative is provided for those affected by the COVID-19 pandemic, resulting in loss of shelter due to declining income, job loss and other hardships. KPKT has provided 2,177 residential units to be offered for 2 years at a minimum rental rate of RM124 per month with a rental exemption incentive for 6 months, to ease the financial burden of beneficiaries.
The Ministry of Defense has planned to build 28,033 units of Malaysian Armed Forces Family Houses (RKMAT). A total of 2,000 RKMAT units have been ready for occupancy, which meets 85 per cent of the needs of ATM personnel throughout the Klang Valley. The housing is equipped with various facilities, such as furniture, electrical appliances, multi -purpose hall, gymnasium, surau and several shop units.
Thrust 5: Strengthening unity in the Malaysian Family mold
In line with the fifth thrust – strengthening unity in the Malaysian Family mold – the Ministry of National Unity has established Community Mediation Centers in six states, 300 neighborhood centers and 14 unity activity centers with 100 mediators nationwide to manage issues related to race and religion in the community. In preserving the country’s arts, culture and heritage, the Ministry of Tourism, Arts and Culture and the Malaysian Handicraft agency have mobilized various initiatives to drive the country’s tourism sector, local craft and batik industries. Next Thus, the reopening of Langkawi Island as a Domestic Tourism Bubble Pilot Project has revitalized the domestic tourism sector, with a revenue return of RM200 million. This is a signal of the recovery of the services sector which is the backbone of the country’s income.
Thrust 6: Empowering service delivery
Through the core of empowering service delivery, the Ministry of Home Affairs has developed and expanded online (End-To-End) services, to facilitate the affairs of the people. Among the efforts that have been successfully expanded is the online application for international Malaysian passports, which began on 11 November 2021, with an achievement of 50.08 percent or 145,612 applications.
Reporting on the achievement of the 100 days of Malaysian Family Aspirations is important in determining the direction and momentum of the government to achieve the goals, so that Malaysian Families can enjoy a better life. With the belief of taking care of the Malaysian Family, every government plan is centered on the well -being of the people to be preserved, like a family. Various programs and initiatives under the Malaysian Family Aspirations have been and will be implemented to restore lives, rebuild resilience and drive reform, as announced in the 2022 Budget.
The achievement of the 100 Days of Malaysian Family Aspirations will not stop at this point. In fact our aspiration to work with the people will continue, through a medium -term plan of 6 months and long -term targets. The Government is sensitive to the people’s grievances, especially the sharp increase in the price of goods. To address this, the government has taken immediate action to control prices, by introducing a maximum price control scheme for essential goods. The Malaysian Family Cheap Sale was held in every Parliamentary constituency, starting December 4, 2021. The government has also approved RM262 million, as an additional incentive to reduce the pressure faced by farmers.
Taking into account the analysis of people’s sentiments that have been carried out on Cabinet Members and ministries, every view and expression of the people must be heard and taken into account to improve the delivery system and government services, such as squeezing nyiur, coconut milk taken, garbage disposed. This is my promise to the Malaysian Family. I cannot mention the 100 -day Aspirations of all the ministries one by one, yet the people can scrutinize their achievements through today’s program which runs until 12 December.
Take this opportunity to see for yourself the programs provided, including the Government Aspiration Assistance program, career opportunity fairs, government service counters and many more programs designed specifically for Malaysian Families. However, all parties must comply with the COVID-19 Standard Operating Procedure (SOP). Indeed, the achievements of the government today are the result of the cooperation of the ladies and gentlemen as a large family, who are always supportive, helpful and united. I understand that the people place high hopes on this government.
However, 100 days is not a sufficient period of time to measure performance. There is still room for serious attention and improvement. We will do our best, for the benefit of the people. Collectively, we are moving to overcome and overcome obstacles in driving the country forward, based on the true spirit of the Malaysian Family. Akhirulkalam, on this occasion, I would like to express my deepest thanks, congratulations and appreciation to all parties involved in the success of this 100 Days of Malaysian Family Aspirations program. Our family is a shared responsibility. We remain united in any situation, because our aspirations and goals are our common inspiration, as the poet said “Many things can change us but we begin and end with the institution of the family”.
