Following the announcement of immediate allocations and funds available to assist flood victims yesterday, the Government in the Special National Disaster Coordination Meeting chaired by me this afternoon announced the updated information as follows:
1. The meeting has decided that the National Security Council (NSC) will issue instructions to all parties on the actions that need to be taken immediately.
2. The National Disaster Management Agency (NADMA) will remain the main secretariat for disaster management and handle all coordination and if an action is not complied with then the NSC will issue further instructions.
3. The Government has allocated RM100 million for post -flood rehabilitation activities to repair damaged houses and infrastructure.
4. Compassionate Money Assistance of RM1,000 is given to each head of household affected by the floods whether they move to a Temporary Evacuation Center (PPS) or not.
5. To help entrepreneurs, financial financing is provided up to RM5,000 through Bank Simpanan Nasional (BSN). This financing is interest/profit free with the payment period starting only after 6 months of the financing agreement is signed.
6. The Government would also like to announce that Government Linked Investment Companies (GLICs) and Government Linked Companies (GLCs) have agreed to contribute RM50.8 million to assist in flood management and post -flood recovery efforts. This is an increase of more than 100% compared to the RM25 million announced yesterday.
7. GLICs and GLCs that have contributed include Petronas; Petronas Foundation; Khazanah Nasional and Yayasan Hasanah; Sime Darby Foundation; CIMB; Celcom; Telekom Malaysia; UEM Foundation; and the Employees Provident Fund (EPF). With a Government grant of RM25 million, this means that the fund for efforts to address the impact of floods and post-flood rehabilitation is RM75.8 million.
8. Meanwhile, the Government has agreed to provide two months of rental waiver to tenants of SME Bank’s Entrepreneur Premises Complex affected by the floods. The Government through SME Bank will also facilitate applications for loan restructuring affected by the floods.
8. The Government has also allocated RM30 million for the Flood Rehabilitation Loan through TEKUN Nasional.
9. The affected cooperatives will also be assisted through the Malaysian Cooperative Commission’s Cooperative Emergency Assistance up to RM30,000.
10. The meeting also agreed that the issue of floods in Taman Seri Muda, Shah Alam should be resolved immediately. Accordingly, I have instructed all agencies to organize work more aggressively to help the flood victims there.
11. As of this evening, a total of 41 boats, 16 lorries and other assets have been moved to Taman Seri Muda with a strength of 321 rescue team members.
12. In addition, I have instructed the Ministry of Environment and Water (KASA) through the Department of Irrigation and Drainage (DID) to:
a) Immediately move 20 mobile pump assets to the affected areas, in addition to the 4 existing pumps. This is intended to pump water from areas experiencing stagnant flooding (commonly known as dreamy flooding) to nearby rivers. Additional pumps obtained from various agencies, including those owned by the Selangor DID, will be used to drain stagnant water into the Klang River.
b) Meanwhile, I also agree with the proposal that some parts of the river embankment be broken or drilled temporarily to drain the stagnant water immediately out into the river. The location of the perforation is being finalized.
13. The Government also welcomes Non-Governmental Organizations (NGOs) that want to provide assistance to flood victims but need to refer to the District Disaster Management Center first.
