PUTRAJAYA, January 3 – I chaired the 2021/2022 Northeast Monsoon Disaster Post -Flood Management Task Force Special Meeting and received a briefing on the status of actions from the six clusters that have been established to manage the 2021/2022 Northeast Monsoon Disaster Post -Flood initiative.

The meeting was attended by Chief Ministers, Chief Ministers, Deputy Chief Ministers of Sarawak, Chief Secretary to the Government, Chief Secretaries of Ministries, State Secretaries, Chief of the Armed Forces, Inspector General of Police, Director General of relevant agencies, Deputy Director General Fire and Rescue, State Development Directors and heads of departments.

BANTUAN WANG IHSAN (BWI)

i. To facilitate the distribution of BWIs to be faster and more effective, the Implementation Coordination Unit (ICU) has set up a Command Center with daily monitors made in real time starting December 27, 2021. As of January 2, BWIs have been distributed to a total of 28,258 (61.2%) out of 46,162 Head of Household (KIR). Aid was successfully distributed within 10 days after the victims were affected by the floods compared to three to six months previously.

ii. Of the 51 deaths due to flood disasters recorded by the Royal Malaysian Police (PDRM) until 2 January 2022, a total of 38 next of kin of the victims have already received the Death Management BWI.

iii. A total of five states namely Kelantan, Federal Territory, Melaka, Terengganu and Perak have achieved 100 percent BWI payments to the affected KIRs. While Pahang reached 65.5%, Negeri Sembilan 82.7%and Selangor 47.6%.

iv. The coordination made in collaboration with the National Disaster Management Agency (NADMA), Malaysian Armed Forces (ATM), PDRM, National Security Council (MKN), Social Welfare Department (JKM) and the District Offices is expected to be distributed on 5 January 2022. ( This does not include BWI payments to second wave flood victims).

ECONOMIC RECOVERY

i. As of 1 January 2022, a total of RM33 million out of RM93 million BSN Micro Loan applications for households have been approved since its launch on 27 December 2021. For the GLC Disaster Recovery Network (GDRN) contribution, 60% of the RM58 million contribution has been successfully implemented.

ii. Following the Government’s announcement on the issuance of Vouchers for the Purchase of Electrical Goods, the Ministry of Energy and Natural Resources (KetSA) will use the mechanism

iii. Applications for Disaster Relief Loans for PMKS (BNM) have started to open for applications on 27 December 2021. Applications for a moratorium of up to 6 months for existing loans can be made starting 19 December 2021.

iv. For the TEKUN Loan for PMKS which was announced on 20 December 2021, the implementation has already started on 1 January 2022 involving a fund of RM30 million.

v. For the Public Infrastructure Cleaning and Repair initiative, funds amounting to RM25 million have been allocated to the Ministry of Housing and Local Government (KPKT), Ministry of Defense Malaysia (MinDef) and Ministry of Home Affairs (KDN).

REHABILITATION AND PUBLIC HYGIENE

i. The Ministry of Housing and Local Government (KPKT) reported that until 2 January 2022, cleaning works for five (5) states (Selangor 82%, Federal Territory of Kuala Lumpur 100%, Negeri Sembilan 95%, Pahang 77%, Melaka 100%have been completed 91%). An estimated 53,800 tonnes of flood waste was managed using 2,730 machines.

ii. A total of RM50 million has been allocated to 32 Local Authorities (LAs) for infrastructure, public facilities, socio-economic and security repair works.
iii. Repair works and construction of new houses involving 32 local authorities received an allocation of RM50 million.

FLOOD MANAGEMENT

i. A meeting of the Central Disaster Management Committee (JPBP) will be held immediately after the end of the MTL to discuss the country’s short -term and long -term flood management plans.

ii. To increase the level of protection of drainage and coastal infrastructure, the Ministry of Environment and Water (KASA) proposes to increase the level of protection/recurrence of drainage and coastal infrastructure design from 100 years Average Recurrence Interval (ARI) to 200 years ARI.

iii. Proposed improvements by the Malaysian Meteorological Department include:

  • Centralized Flood Siren Warning System coordinated by the Department of Irrigation and Drainage (DID). For example in Sri Muda, a warning siren has been
    sounded as a warning to residents.
  • The government will also increase the number of sirens equipped
    voice warnings in risky locations to direct residents
    moved.
  • Closed Circuit Cameras (CCTV) at agar water level monitoring stations
    residents are ready to evacuate if the water is at level
    danger.
  • Numerical Weather Prediction (NWP).
  • Communication, Education and Public Awareness (CEPA) through
    flood charity training activities and information disseminated by KKMM.

INFRASTRUCTURE RECOVERY

i. According to the Ministry of Works (JKR), there were 895 disaster locations detected during MTL 2021/2022 which involved flood locations, flash floods, landslides, landslides, sediment roads, and collapsed or damaged bridges. The recovery initiative involved a cost of RM967.2 million.

ii. A total of 802 locations have completed cleaning activities, namely in Kedah 3 (8), Perak 17 (17), Selangor 134 (162), Negeri Sembilan 45 (62), Melaka 17 (22), Johor 6 (6), Pahang 533 ( 566), Terengganu 13 (14), Kelantan 34 (38). Permanent repairs are expected to be implemented starting January 2022 and completed in June 2022.

STRATEGIC COMMUNICATION

i. The strategic communications cluster led by the Ministry of Communications and Multimedia Malaysia has been actively implementing information dissemination since the beginning of MTL 2021/2022 and efforts have been intensified since the second wave is expected to ensure the people in particular and the country in general are ready for more control.

ii. Communication strategies involve the promotion of warnings and current situation announcements, government assistance announcements, identifying issues arising and addressing with various agencies as well as efforts to detect false news and promptly publish denials.
iii. The platforms used are mass media, social media, Information Department channels, field trips, advocacy, publications and engagement efforts.

The coordination of mobilization efforts of Civil Service personnel to assist in clean-up and humanitarian work has involved the workforce of almost half of Federal and State civil servants throughout Malaysia.

For those who receive Government assistance through Electronic Fund Transfer (EFT) payments are advised to be wary of irresponsible parties who want to take easy profits by carrying out scamming activities.

The implementation of all North East Monsoon Disaster Post -Flood 2021/2022 initiatives will be constantly monitored by the Task Force to ensure that the National disaster preparedness and management mechanisms are always streamlined and at optimum levels.
