KUALA LUMPUR, February 19 – The Launching Ceremony of the Malaysian Family Work Guarantee Initiative and the Malaysian Family Work Guarantee Career Carnival 2022, today. Dato Sri Ismail Sabri would like to express his deepest appreciation and gratitude to the Ministry of Finance and the Ministry of Human Resources through its agencies,

The Social Security Organization (SOCSO); HRD Corp and the National Economic Implementation and Strategic Coordination Agency (LAKSANA) as well as other Government departments and agencies are directly involved in making this meaningful event a success.

Various initiatives have been implemented by the Government to ensure that every Malaysian family, both working and those who lost their jobs due to the COVID-19 pandemic, can continue living during this challenging period.

Through the Wage Subsidy Program (PSU), a total of RM20.34 billion has been channeled to help more than 350 thousand employers nationwide. This initiative has successfully helped keep 2.95 million workers in employment, in line with the Government’s efforts to reduce unemployment and revitalize the country’s labor market.

The Employment Incentive or Career Generator Program has helped create more than 320,000 new job opportunities for job seekers, the retrenched, unemployed graduates and vulnerable groups such as the disabled (OKU).

The existence of the National Employment Portal, MYFutureJobs under the Ministry of Human Resources also plays a very important role in ensuring that labor market activities remain active and mutually support the implementation of other programs and initiatives such as the Career Generator Program during this pandemic period.

I also expect active involvement from all parties including various institutions from the Ministry of Higher Education, Ministry of Education and the Council for Technical Education and Vocational Training (TVET) to encourage more new students and graduates to register with the MYFutureJobs Portal.

This will enable them to be aware of career opportunities and other employment services offered such as career counseling, employability programs, career carnivals and open interview sessions with employers.

Job seekers who want to get job matching services can also now come directly to MYFutureJobs centers throughout the country such as SOCSO Offices, Urban Transformation Center (UTC) and MYFutureJobs Satellite Center in rural areas and public and private institutions of higher learning.

The MYFutureJobs portal now houses over 465,379 job seekers with new jobs, while about 57,791 apprentices comprising students and graduates have managed to get jobs.

The JaminKerja Keluarga Malaysia initiative themed “Keluarga Malaysia, Makmur Sejahtera” supports the goal of reducing the unemployment rate by providing 600,000 jobs this year with an allocation of RM4.8 billion as job creation is the main thrust under the 2022 Budget.

The government is also committed to helping the entrepreneurial community who employ and create jobs, so that they can continue to grow and rebuild their businesses through the Semarak Niaga initiative worth RM40 billion.

The Malaysian Family Work Guarantee Initiative includes three main programs, namely:

i. Employment Incentives to be implemented by SOCSO with a target of 300,000 job opportunities;

ii. Training and Short-Term Placement Initiative or Malaysia Short-term Employment Program (MySTEP) which offers 80,000 job opportunities in the public sector, Government-owned companies (GLCs) and strategic partners as well as JaminKerja

iii. The Training and Skills Enhancement Program (Upskill Malaysia) implemented by HRD Corp by providing skills training for job seekers to increase their marketability and ensure job placement with a target of 220,000 trainees.

The JaminKerja – Employment Incentives Program will focus on encouraging employers to hire, especially among inactive individuals such as the unemployed, vulnerable groups such as the disabled, ex -prisoners, senior citizens and women unemployed for extended periods, to ensure no group is marginalized.

Once employers are given incentives for hiring, job seekers can use the MYFutureJobs Portal to find job matches and fill vacancies offered. Incentives are also given to employers who hire local workers to fill positions that are usually done by foreign workers or expatriates.

Eligible employers will receive Government financial assistance of between 20 to 40 percent of the employee’s maximum gross salary of RM10,000 for a period of 12 months. The JaminKerja Short-term Employment Program or MYSTEP is targeting 80,000 contract employment opportunities, covering 50,000 jobs in the public sector and the rest in Government Linked Companies (GLCs) by 2022.

With a total allocation of RM1.7 billion, the MySTEP program will be led by LAKSANA under the Ministry of Finance which will implement strategic collaborations with other Government agencies.

Budget 2022 also allocates RM1.1 billion with a target of 220,000 trainees who will undergo various retraining and skills upgrading programs including place and train programs, namely training with job security, as well as skills upgrading programs with priority in the digital field to be implemented by the bodies. including HRD Corp. and Global Online Workforce (or GLOW) under MDEC.

At the same time the Ministry of Human Resources provided a total of 312 open interview programs and job carnivals throughout the year. The Malaysian Family Work Assurance Career Carnival is the curtain opener for 2022 and the first to be organized nationwide, offering over 12,000 job opportunities from 50 employers, across various industries.

Certainly no one thought that a 45 -year -old father who lost his job as a result of a company closure, would be able to get a job through the MYFutureJobs Portal. Although at first he himself was not confident of being accepted to work again, coupled with the challenge of caring for three teenage children without a wife who had passed away, he was eventually accepted to work as a Senior Site Supervisor.

The father, known as Mr Soo, is one of thousands of members of the Malaysian Family who have been successfully assisted by the Government to be relocated to employment. For this reason, the Government remains committed to helping more Malaysian families who suffer the same fate or who face different challenges to get a job.

To reduce the gap between job mismatch and job seeker qualifications, I call on the industry to implement better recruitment strategies taking into account social changes including a more flexible working environment so that better matches can be created. Employers also need to be more creative in guaranteeing good jobs to employees so that they stay with the employer.

The Malaysian Family Work Guarantee Initiative is a manifestation of the Government’s commitment in providing more comprehensive employment opportunities and producing more sustainable economic development and driving the country’s recovery efforts in a structured manner and contributing towards strengthening the country’s labor market.

Malaysia is indeed on the right track in its economic recovery efforts through the creation of more new jobs to meet the current needs of the labor market.

As the Chairman of the National Employment Council (NEC), I am confident that the NEC’s efforts in increasing the momentum of job creation and boosting the job market in general will be continued through this Malaysian Family Work Guarantee Initiative, which in turn will also strengthen the income of Malaysian households, especially asnaf groups, B40 and M40.

I call on employers including Government agencies, GLCs and the private sector to take advantage of the opportunities and incentives provided under the Malaysian Family Work Guarantee Initiative as it will be of great benefit to employers and job seekers.
