KUALA LUMPUR, February 22 – Examinations (LP), the Malaysian Ministry of Education refers to matters related to the English Listening Test (UMBI) of the Malaysian Certificate of Education (SPM) examination in 2022 which was conducted on 16 February 2023 (Thursday). The implementation of UMBI SPM in 2022 has led to the spread of several allegations on social media regarding the speed of speech and the use of tik tokers as a voice launcher. LP’s decision to use audio material and UMBI SPM question papers in 2022 was made based on the following considerations.
LP informed that the UMBI SPM question format is in various forms, namely multiple-choice objectives, multiple-form objectives and limited response subjective. Therefore, UMBI SPM requires candidates to listen, analyze the context of the situation and understand the overall meaning of the audio material being played. LP also ensures that the item or instrument that is built reaches the level of administrability, validity, reliability and authority. This level is given attention so that the item or instrument is fair and equitable to the candidate.
The speaker’s speech speed rate for items or instruments is based on the Common European Framework of References for Languages (CEFR) competency level. The construction of this 2022 SPM UMBI item or instrument is based on the typical rate of speech speed and the standard of speech and conversation. In addition, the authentic aspect of the speaker is also emphasized in the construction of UMBI SPM items or instruments in 2022 to create a real context of communication.
Pre-tests have also been held and involve school students in various locations, whether urban or rural, to verify that items or instruments are suitable and reach the set quality level. While LP also denied the use of tik tokers as UMBI SPM audio voice launchers in 2022. LP informed that the voice launchers used in building items or instruments for UMBI SPM Year 2022 consisted of teachers, lecturers, school students or university students.
Speakers are those who are competent in speaking English. Those involved have also been given training before the construction process of UMBI SPM Year 2022 items or instruments. In relation to that, LP is confident that the quality of the audio material and UMBI SPM question paper in 2022 remains intact. LP will ensure that the interests and fairness of candidates sitting the SPM exam in 2022 are guaranteed.
