GEORGE TOWN, October 19 – Penang Institute, an influential institution in Malaysia’s policymaking sphere, has recognized the pressing need for leadership development in the country. In response, they have inaugurated the Forum for Leadership And Governance (FLAG) Project. This initiative, located in the South Wing building on its premises at 10-12 Brown Road, commences its activities on October 17, 2023.
The primary objective of the FLAG Project is to foster a collaborative and comprehensive policymaking ecosystem within Penang. It will achieve this by organizing subject-based roundtables, featuring members of the State Executive Council (EXCO), representatives from Government-Linked Companies (GLCs), private sector experts, and intellectuals from Penang’s think tanks. This effort aims to create an environment conducive to productive dialogue, networking, and idea generation, cutting across various sectors. Events and offerings at the FLAG Project will encompass the following components:
- Policy Development Forums (PDF): These will bring together thought leaders from diverse backgrounds to address topics of significance related to Penang’s policymaking. The forums seek to overcome the compartmentalization of professional life, promote inclusivity and mutual understanding among key stakeholders, and stimulate sustainable networks for problem-solving and identification.
- Masterclasses: These will serve as platforms for experienced leaders in various fields to share their knowledge and skills with the younger generation. This is a step toward addressing the shortage of concrete leadership training in Malaysian society and enhancing Penang Institute’s reputation as an intellectual and policymaking hub.
- International Network: Penang Institute has been progressively building an international network of collaborators. These relationships extend to institutions in Singapore, Indonesia, the Philippines, Hong Kong, Taiwan, China, Germany, Australia, the United States, and Scandinavian countries. It also includes bodies from the United Nations and the European Union. These connections enable broader discussions that provide valuable insights into global and local issues.
- Publication Platform: The FLAG Project will produce the “South Wing Papers,” an exclusive platform for 1,500-word articles focusing on Leadership and Governance. This content will be based on discussions and talks held at FLAG, and it will contribute to other Penang Institute publications, such as ISSUES policy briefs and Penang Monthly.
The FLAG Project aspires to host international gatherings to discuss Penang’s role in the world, global challenges, and their relevance to Penang. Penang’s strong position as a cultural hub, a center for manufacturing, and an example of good governance and multiculturalism make it an ideal venue for such discussions. Notably, the Penang Institute’s commitment to leadership development is not limited to the political sphere but extends to all levels of society and across various fields.
The importance of leadership training and the promotion of ethics, morality, and critical thinking are highlighted. The leadership’s role in governance and its impact on the welfare and development of the nation is acknowledged. The Penang Institute’s launch of the FLAG Project marks a significant step towards developing leadership as a science and art across all levels of society, ultimately elevating the quality of policymaking and public discourse.
