BUTTERWORTH, November 14 — Penang’s Chief Minister Chow Kon Yeow announced that the upcoming 2025 Budget, set to be unveiled on November 22, will prioritize fiscal sustainability by addressing the state’s deficit with new revenue streams. Chow explained that while Penang’s recent budgets have run a deficit, this year’s approach aims to close the gap by increasing revenue without compromising essential development and public welfare initiatives.
Chow emphasized that while spending cuts are unlikely, the budget will aim for a balanced approach to ensure continued welfare support, dedicating 20 percent of revenues to public welfare programs. “We want to achieve a balanced budget to reduce the deficit while still maintaining our commitment to development and welfare,” he said, adding that funds will also support existing projects and new initiatives aligned with Penang’s growth goals.
In addition to fiscal sustainability, Chow highlighted the state’s focus on enhancing digital literacy as part of the Penang2030 Vision. He encouraged collaboration between government agencies, the private sector, and NGOs to close the digital divide, especially with initiatives like the Penang Go Digital Carnival. This one-day event, supported by over 40 exhibitors and attended by 1,000 visitors, showcased digital and e-commerce opportunities, aiming to elevate digital literacy across Penang’s communities.
