GEORGE TOWN, March 6 – The long-anticipated Juru-Sungai Dua (JSD) Highway Project is set to commence in the fourth quarter of 2025, following approval from the federal government. The project aims to ease severe traffic congestion along the Juru Toll to Sungai Dua Toll stretch, particularly at key interchanges such as the Penang Bridge, Perai, Permatang Pauh, and Sungai Dua.
The issue, raised multiple times by Penang Chief Minister YAB Chow Kon Yeow, was acknowledged by Prime Minister Datuk Seri Anwar Ibrahim, leading to a comprehensive technical assessment and approval at the federal level. A Value Assessment (VA) workshop was conducted from February 24–27, 2025, involving the Ministry of Works, PLUS, the Malaysian Highway Authority (LLM), and local government agencies, including the Seberang Perai City Council (MBSP).
The workshop resulted in an agreement to begin construction this year, with an optimized budget expected to be lower than the initial RM3 billion estimate. Key infrastructure improvements include Juru Utara Interchange (Autocity), Penang Bridge Interchange, Timur-Barat Interchange, and an additional flyover from Jalan Tun Hussein Onn to the North-South Expressway (NSE).
State Infrastructure and Transport Executive Councillor Zairil Khir Johari reaffirmed the Penang State Government’s commitment to collaborating with federal agencies to facilitate the project. He extended gratitude to Prime Minister Datuk Seri Anwar Ibrahim, the Ministry of Works, PLUS, LLM, and all involved agencies for their efforts in realizing the Juru-Sungai Dua Highway Project, which is expected to significantly enhance connectivity and traffic flow in the region.
