KUALA LUMPUR, May 9 — Penang has launched a fully automated number plate recognition (ANPR) system to issue parking fines in real-time, marking a significant shift toward digital enforcement.
Effective immediately, the system scans vehicle plates, cross-checks them with the Road Transport Department (JPJ) database, and automatically issues fines for unpaid parking — eliminating the need for on-site officers.
The ANPR system, now active under both Penang Island City Council and Seberang Perai City Council with five units each, sends notifications directly to drivers via the Penang Smart Parking app, the exclusive platform for council-managed parking payments.
State Local Government Committee chairman H’ng Mooi Lye said the system is expected to reduce manpower requirements by up to 60%, offering a smarter, greener approach to urban parking management.
