GEORGE TOWN, June 6 – The Penang State Government has officially launched the MADANI Home Ownership Campaign (MOC), a strategic policy aimed at revitalising the state’s property sector while promoting inclusive and sustainable homeownership.
Announced by YB Dato’ Seri Sundarajoo A/L Somu, Penang’s EXCO for Housing and Environment, the MOC will be implemented from 1 June 2025 to 31 May 2026, offering key incentives such as reduced developer levies, increased open market quotas, the introduction of a new RMKu D housing category, and expanded Bumiputera discounts to Indian Muslim buyers.
This new initiative builds upon Penang’s earlier HOC efforts, aligning with the Penang2030 vision of a smart and green state driven by family-oriented development. With over 167,000 affordable units already completed and plans to surpass previous targets, the state aims to strengthen homeownership rates and stimulate strategic property development through holistic stakeholder collaboration.
