Built on three core principles — transparency and accountability, privacy and security-by-design, and human-in-the-loop oversight.

The plan aims to ensure AI governance prioritises ethical use, individual data protection, and human responsibility in preventing errors, bias, and misuse. Gobind said the initiative aligns with existing frameworks such as the Personal Data Protection Act 2010 and the Cybersecurity Act 2024.

While preparing for future risks through structures to monitor AI developments, enforce laws, and implement the upcoming Digital Trust and Data Safety Strategy (2026–2030). He stressed that the plan underscores Malaysia’s commitment to responsible AI deployment that balances technological advancement with public trust and security.
