GEORGE TOWN, September 9 – The Consumers’ Association of Penang (CAP) has called on the Ministry of Housing and Local Government and local authorities to urgently regulate the growing number of electronic advertising billboards along major roads.
Warning that their excessive brightness, flashing visuals, and rapid image changes pose serious distractions to drivers and increase the risk of accidents; citing research that shows luminance levels above 300cd/m² at night can impair drivers’ vision and delay reaction times.
CAP recommends stricter placement rules, lower brightness limits aligned with international benchmarks, bans on flashing or fast-moving content, and mandatory road safety impact assessments to ensure public safety is not compromised for advertising profits.
