GEORGE TOWN, November 21 — Penang Chief Minister Chow Kon Yeow delivered a decisive rebuttal in the state assembly today, stating that Penang’s status as a sovereign state within Malaysia is “clear, clear, clear” as he shut down Kedah Menteri Besar Datuk Seri Muhammad Sanusi Md Nor’s renewed claim that Penang was merely “leased” territory.
Chow asserted that the Federal Constitution places any historical financial obligations from the 1869 British–Kedah agreement solely on the federal government, not Penang, emphasised that the state’s boundaries were conclusively determined under the Kedah and Penang (Alteration of Boundaries) Act 1985.
And warned against inflammatory narratives that threaten public harmony, reiterating the state government’s commitment to upholding constitutional law and maintaining respectful inter-state relations.
