GEORGE TOWN, November 22 – Penang Chief Minister Chow Kon Yeow announced that the state registered RM15.78 billion in total investments as of September 2025, following RM17.3 billion achieved in 2024. He also noted strong export performance, with RM37 billion recorded through the Penang port.
And RM310.9 billion via Penang International Airport between January and August this year. Chow reiterated Penang’s long-standing request for the federal government to return 20 per cent of tax revenue collected from the state, stressing that a transparent revenue-sharing model is essential for all Malaysian states.
Chow highlighted that while expenditure pressures — such as rising iSejahtera allocations for an ageing population — continue to grow, the state is tightening financial management to boost revenue and improve fiscal stability.
He expressed optimism that Penang’s financial position could strengthen by 2026 or 2027 and reaffirmed his commitment to ensuring RM1 billion remains in the state consolidated fund by the end of his tenure.
