GEORGE TOWN, November 25 – The Consumers’ Association of Penang (CAP) has urged the Government and the Royal Malaysia Police (PDRM) to immediately cease offering discounts on traffic summonses, such as the recently announced 70% rebate running from November 1 to December 30, 2025.

CAP President Mohideen Abdul Kader said the practice “makes a mockery of the law,” erodes respect for enforcement agencies, and weakens the deterrent effect meant to promote road safety. He stressed that repeated leniency encourages offenders to delay payment in anticipation of future discounts, while law-abiding motorists are unfairly penalised.

CAP called for consistent enforcement, effective road safety education, and the abolition of discount schemes to restore integrity and public confidence in Malaysia’s legal system.
