GEORGE TOWN, December 10 – The Penang State Structure Plan 2040 (RSNPP 2040) has introduced key updates aimed at strengthening urban planning, including a reassessment of the longstanding policy prohibiting developments above 76 metres from sea level.
State Local Government and Town and Country Planning Committee chairman H’ng Mooi Lye said the review is part of broader improvements made in comparison to the RSNPP 2030, with a particular focus on refining guidelines for development height and better coordinating environmentally sensitive areas.
He added that the state is now inviting public feedback to ensure the revised policies align with community needs and environmental priorities. The RSNPP 2040 framework is positioned to guide Penang’s long-term growth, balancing development aspirations with sustainable land-use planning.
