KUALA LUMPUR, February 27 — Children under 12 are no longer allowed to register prepaid SIM cards in Malaysia under new rules issued by the Malaysian Communications and Multimedia Commission (MCMC).

For those aged 12 to 17, parents or guardians must register the SIM card on their behalf, with the child present during registration. Telcos and dealers are required to verify the parent’s original identification documents, record their contact details and relationship to the child.

While listing the child as the SIM card user. The rules, effective today under the Commission Determination on the Mandatory Standards for the Registration of End-Users of Prepaid Public Cellular Services (Determination No. 1 of 2026).

Also prohibit the use of pre-activated SIM cards. Activation will only occur after successful registration and verification, with status confirmed within 12 hours. MCMC said the measures aim to curb identity misuse, scams and unauthorised SIM usage while safeguarding consumers.
