BALING, April 3 — The Road Transport Department (JPJ) has introduced new guidelines permitting driving institutes to operate in high-rise buildings, warehouses, and commercial spaces.

To tackle land constraints. JPJ Director-General Datuk Aedy Fadly Ramli said safety remains a top priority, with strict requirements for candidate, instructor, and public protection.

The updated rules also remove minimum distance and land size requirements, while allowing institutes to enrol learners nationwide.

Proposed facilities, including rooftop circuits and converted malls, will focus on Class B and D vehicles, aiming to expand training accessibility in densely populated urban areas.
