KUALA LUMPUR, May 16 – The Cabinet has approved new alternative entry pathways for students from religious schools, private institutions, and Chinese independent secondary schools into Malaysia’s public universities (IPTAs), according to the Higher Education Ministry.
The move aims to create more inclusive access while maintaining academic standards, including for holders of the Unified Examination Certificate (UEC).
The policy introduces structured routes based on qualifications, with all admissions still subject to meritocracy and university Senate approval.
Under the new framework, students with a full Sijil Pelajaran Malaysia (SPM) can apply for any programme through UPUOnline based on standard requirements.
Those without full SPM certification but who have passed Bahasa Melayu and History may access selected courses.
Dakwah, Al-Quran and As-Sunnah, and Tahfiz Education programmes are available for tahfiz graduates, while UEC holders may apply for Chinese language-related degrees.
The ministry said the policy expands access without compromising the integrity of Malaysia’s national education system.
