GEORGE TOWN, May 17 — Penang will implement a Community Service Order (PKM) for littering offences starting July 1.
Requiring offenders to carry out public cleaning tasks such as picking up rubbish, sweeping streets, mopping, painting and collecting solid waste in designated public areas.
State Local Government and Town and Country Planning Committee chairman H’ng Mooi Lye said the initiative aims to educate offenders and encourage long-term behavioural change.
The state government approved the PKM guidelines on May 6 to standardise implementation across local authorities.
H’ng said schedules will be determined based on operational needs and offender welfare, while compliance will be closely monitored.
Authorities believe the programme will be more effective than fines and can be implemented using existing local government resources without additional state expenditure.
