GEORGE TOWN, August 11 — The Penang State Government has cancelled 29,240 summonses issued through the Automated Number Plate Recognition (ANPR) system for vehicles parked outside designated bays between 2025 and August 2026.
With RM266,160 in payments to be refunded. State Local Government and Town and Country Planning Committee chairman H’ng Mooi Lye said the decision followed public concerns.
Including cases involving motorists who stopped briefly to pick up or drop off passengers. ANPR will no longer automatically issue summonses, with future enforcement carried out manually by local council officers.
Motorists who received summonses despite paying parking fees within a 10-minute grace period may also appeal for cancellation or refunds.
For MBPP, eligible claims with the compound payment receipt and bank statement can be submitted at Level 3, KOMTAR, George Town. For MBSP, submissions can be made at the Enforcement Directorate, Level 1, Jalan Betek Branch Office, 14000 Bukit Mertajam.
Refunds for eligible compounds paid through the Penang Smart Parking (PSP) app will be automatically credited to users’ PSP wallets.
Claims must be submitted by Sept 30, 2026. H’ng said ANPR will remain part of the PSP infrastructure for monitoring and number-plate recognition, but its automatic enforcement function has been suspended.
