KUALA LUMPUR, October 9 — The government has announced an immediate halt to disciplinary proceedings at public universities involving freedom of speech, public criticism, expression of opinions and peaceful assemblies.

Prime Minister Anwar Ibrahim made the announcement during the Budget 2027 presentation, alongside plans to introduce a new higher education legal framework.

To replace the Universities and University Colleges Act (AUKU). The proposed legislation will address university autonomy, academic freedom and student rights as part of efforts.

To strengthen governance and freedom of expression within higher education institutions. The decision means disciplinary proceedings related to the specified activities are to be stopped with immediate effect.
