PUTRAJAYA, September 7 – Based on the discussion of the COVID-19 Pandemic Management Special Committee on Thursday, September 2, 2021, the government through the National Recovery Plan (PPN) agreed to relax the Standard Operating Procedures (SOP) Phase 1 for the creative industry, which is expected to provide relief to more than a million activists, artists and workers. This flexibility will also provide relief to more than 19,000 companies related to the creative industry.
The agreement to grant this flexibility is subject to the conditions of the SOP approved by the NSC, including only to activists, employees and consumers who have received two full doses of COVID-19 vaccine as well as the permitted premise space capacity. This flexibility is also given based on the factor there are states that have reached the status of 80 percent of the adult population receiving two complete doses of the vaccine or have reached cluster immunity levels. The creative industry will contribute 2% or RM29 billion of Gross Domestic Product (GDP) in 2019. It also revives all initiatives and programs planned by the Ministry of Communications and Multimedia Malaysia (KKMM) through the Malaysian National Film Development Corporation (FINAS), MyCreative Ventures and the Arts and Culture Economic Development Agency (CENDANA). Accordingly, from 9 September 2021, all creative industry players who have completed two doses of vaccine will be allowed to return to activity in the states that are in Phase 1 of PPN, for the following activities:
1. Development and broadcasting of creative content by recording or live broadcast;
2. Broadcast by recording or live broadcast in the form of information and entertainment presentation in the presence of a fully vaccinated audience with an audience capacity of 30% in the studio space;
3. Filming the creative industry inside and outside the studio to individuals who have completed vaccinations;
4. Indoor busking to individuals who have been vaccinated;
5. Presentation in the hotel lounge to individuals who have been vaccinated;
6. Cinema activities to individuals who have been vaccinated with a capacity of 50% in the cinema screening hall space;
7. Live performance activities such as theater, musicals, music and comedy (pre-registered) with a fully vaccinated audience as well as 30% audience capacity in the premises space; and
8. Art exhibition activities in exhibition halls, museums and art galleries (by appointment) with visitors who have been vaccinated with a visitor capacity of 30% in the space of the premises.
These results are among the government’s ongoing efforts to stimulate the economic viability of the arts and creative industries. I would like to urge all parties involved in the opening of this sector to always adhere to the conditions and procedures set to avoid any risks and legal, safety and health implications, especially in the country’s efforts to move into the endemic phase by the end of October.
