GEORGE TOWN, April 9 – The Penang State Government has reaffirmed that the land acquisition process for the Pan Island Link 2A (Phase 1) project in Permatang Damar Laut is being carried out in accordance with Section 3(1)(a) of the Land Acquisition Act 1960, and that compensation has been awarded based on valuations by the Department of Valuation and Property Services (JPPH). This follows objections by 13 affected landowners claiming inadequate compensation.

The State Government clarified that most landowners received compensation awards exceeding RM1.5 million each, while three individuals without land titles were paid RM43,500 each in ex-gratia payments, as their structures were built on state land. A total of RM24.27 million has been disbursed to affected parties, covering both compensation and ex-gratia payments, with full details listed in Appendix A of the official statement.

On 14 January 2025, Chief Minister YAB Chow Kon Yeow met with residents and permitted them to remain on-site until 28 February 2025. The final extension to vacate the premises has been set for 15 April 2025 to ensure smooth execution of the project. The government urges all parties to comply with the legal process and vacate the site accordingly.

In line with the Land Acquisition Act, 30 objections from affected stakeholders involving 11 land lots have been submitted to court via Form N. The district land administrator has six months to prepare Form O for legal proceedings. The Penang Government remains committed to assisting all parties involved to prevent misunderstandings and ensure fair resolution through the legal process.
