KUALA LUMPUR, June 25 — Prime Minister Datuk Seri Anwar Ibrahim today launched the Kuala Lumpur Local Plan 2040 (PTKL40), announcing a bold vision for the capital’s future, where public transport—not private cars—will drive urban development.

Backed by infrastructure projects under the Transport Ministry like the MRT, the plan aims to enhance connectivity and improve urban liveability for the city’s growing population. Kuala Lumpur Mayor Datuk Seri Maimunah Mohd Sharif added that PTKL40 targets 70% public transport usage by 2040.

Supported by micromobility options, green pedestrian routes, and real-time data integration through an Urban Digital Twin system. New policies will also require solar power in housing developments and introduce 305,000 affordable housing units, 254km of Green Connectors, and 20 square metres of open space per resident.

PTKL40, which came into force on June 11, outlines 12 development principles, including environmental sustainability, mixed-use planning, and preservation of low-density areas. With 139 zones identified for redevelopment—particularly aging public housing—the plan aspires to create a more equitable, sustainable, and human-centric Kuala Lumpur under the Malaysia Madani framework.
