GEORGE TOWN, June 29 – Human Resources Minister and Penang DAP Chairman YB Steven Sim Chee Keong has called on the business community to take the lead in transitioning Penang into its next economic phase — from “Penang 2.0” to “Penang 3.0.”
Speaking at the INPenang International Awards 2025, Sim urged businesses to nurture homegrown talent, technology, and innovation to drive the state’s transformation into a hub of high-value creation. Outlining the historical journey from a British-era trading port (Penang 1.0) to a semiconductor manufacturing powerhouse (Penang 2.0).
Sim stressed that Penang must now evolve into a creator economy, producing its own “4Ts: talents, tech, things, and trademarks.” He envisioned a future where Penang is not just a place where global companies manufacture, but one where ideas and innovations are born — shifting from “Made in Penang” to “Made by Penang.”
Sim acknowledged the state government’s ambitious infrastructure and economic plans under Chief Minister YAB Chow Kon Yeow, including the RM1.5 billion airport expansion, RM13 billion LRT project, new highways, industrial parks, and the development of Silicon Island. These efforts, he said, lay a strong foundation for Penang’s continued growth.
Concluding his speech, Sim urged Penangites to reject cynicism and stay united in bold, forward-thinking efforts. “Penang’s success has never come from pessimism, but from vision, leadership, and the hard work of its people,” he said, calling on all to embrace the Penang 3.0 journey together.
