KUALA LUMPUR, October 27 – The Malaysian Communications and Multimedia Commission (MCMC) is considering new prepaid SIM card registration guidelines that would limit Malaysians to two numbers per telco, and foreign nationals to two prepaid numbers in total, in a move to combat fraud and misuse.
Deputy Communications Minister Teo Nie Ching said the proposal, now under public consultation until the end of November, aims to address the growing use of prepaid SIMs in scams, fake social media accounts, and online threats.
The MCMC targets to implement the new rules by the first quarter of 2026, tightening the current 2017 guideline that allows up to five numbers per telco.
