GEORGE TOWN, December 19 — Penang’s tourism sector is not only rebounding but “maturing,” with 7.22 million passenger movements recorded at Penang International Airport in the first 11 months of 2025, marking a nearly six per cent year-on-year increase, Chief Minister Chow Kon Yeow said.

The figures build on the more than 8.2 million hotel guests welcomed in 2024, reflecting sustained growth as the state shifts its focus towards quality, distinctiveness and sustainability to meet rising demand for more meaningful, authentic travel experiences.

Chow said Penang’s evolving tourism strategy is underscored by new global partnerships, citing the international franchise agreement signed by homegrown butterfly and insect sanctuary Entopia, which is expanding into eight countries, as a prime example of local brands competing on the world stage.

He added that this higher-value tourism push will be supported by the planned expansion of Penang International Airport to handle up to 12 million passengers, a move expected to strengthen connectivity and attract more international routes.
