GEORGE TOWN, January 23 – The Consumers’ Association of Penang (CAP) has urged the government to declassify Malaysia’s highway concession agreements, saying greater transparency is needed for long-term toll contracts that directly affect the public.
CAP said key terms on toll rates, compensation and risk-sharing remain hidden under secrecy and confidentiality rules, and questioned why concessionaires are compensated for traffic shortfalls. It also called for highways to return to government control once concessions end.
Stressing that Malaysians have a right to know the terms of agreements that create public financial obligations.
