KUALA LUMPUR, March 9 — The Ministry of Investment, Trade and Industry (Miti) is implementing a New Incentive Framework (NIF) to ensure investment projects—both foreign and domestic—deliver tangible benefits to Malaysia’s economy by using local products and creating jobs.

Deputy Minister Sim Tze Tzin explained in Parliament that the framework focuses on outcome-based measurement, assessing factors such as local sourcing of materials, involvement of small and medium enterprises, job creation, skills training, vendor development.

And knowledge transfer from investors to domestic firms.Sim added that monitoring will occur at both pre-approval and post-approval stages, with continuous engagement between investors and local vendors to ensure commitments are fulfilled.

By combining quantitative and qualitative indicators tailored to sector, investment scale, and industry maturity, the government aims to make sure that local industries genuinely benefit from investment projects, moving beyond mere declarative promises.
