GEORGE TOWN, November 7 — Penang’s National Unity Index (IPNAS) score of 0.692, below the national average of 0.701, sparked debate during the Sidang Muda Pulau Pinang 2026 sitting.
A government representative defended state initiatives, including Penang Harmony, interfaith dialogues and the Street of Harmony, saying they encouraged stronger relationships among different communities.
Opposition representatives challenged whether the score demonstrated the effectiveness of state programmes, arguing that IPNAS measures broader national and state efforts rather than individual initiatives.
The government acknowledged that unity-building requires continuous improvement and pledged more targeted programmes, stronger interethnic engagement and greater public trust.
