GEORGE TOWN, December 1 – The recent collapse of a building under construction in Batu Maung, Bayan Lepas, Penang, resulting in fatalities and injuries, has sparked concern and disappointment. The Consumers’ Association of Penang (CAP) is calling for the immediate establishment of a commission of inquiry to thoroughly investigate the incident. With three confirmed deaths, two severe injuries, and four individuals still trapped, CAP urges the Penang City Council (MBPP), the Construction Industry Development Board Malaysia (CIDB), and the Department of Occupational Safety and Health (DOSH) to take swift and decisive action against those responsible.

Given the coastal location with sandy soil, the safety of structures in the area should be a top priority. CAP emphasizes the need for thorough investigations by relevant authorities, including geological studies, to prevent such incidents in the future. Workplace safety is paramount, especially considering the alarming statistics from DOSH, recording 6,793 workplace accidents in Malaysia in 2020, with 193 deaths and 256 permanent disabilities, primarily involving foreign workers.

To address these concerns, authorities must rigorously enforce existing laws related to construction safety. Precautionary measures and strict adherence to safety protocols are crucial, sending a clear message to the construction industry about the importance of compliance. CAP underscores the responsibility of premises owners and urges immediate action to ensure accountability for accidents. The National Institute of Occupational Safety and Health (NIOSH) should also play an active role in promoting occupational safety and health. In light of these incidents, CAP reiterates its call for the prompt establishment of a commission of inquiry to investigate the recent building collapse in Penang.
