PUTRAJAYA, Dec 17 – Beginning next year, the government will find ways to reduce additional costs for development projects, says Chief Secretary to the Government Tan Sri Ali Hamsa. He said brain-storming sessions with ministry secretaries-general, services and department heads would be held to optimise expenditure for next year for every government sector.
“They were required to submit innovative ideas at the sessions to overcome weaknesses in the leakage of expenditure in the public sector and save 30 per cent of costs. We have projects which are late or have changed contractors. These involve high costs,” he said in his speech at the 2015 Public Sector Innovation Award Ceremony (AISA) here Wednesday.
“The culturising of innovation must be in line with the assimilation of the search and serve culture whereby, civil servants must go down to the ground more often and offer service to the people. This offer of service must be done so that they achieve their aim of approaching the target group. Such effort can be made successful if the element and culture of innovation is practised,” said Ali.
He said the government had also identified innovation as the deciding factor in ensuring success in strengthening national competitiveness to transform public service via the National Blue Ocean Strategy. On AISA, Ali said the Human Resources Management Innovation Award would be implemented from next year as one of the efforts to strengthen the structure of innovation recognition in the public sector.
In the meantime, the AISA currently appreciates the production of innovation in four management fields, namely, Financial Management, Information Technology and Communication Management, Management of Local Authorities and the Management of District and Land.
